BUL thermostat replacement??

Hi guys just after abit of help/advice, so my car mostly stays at about 75 degrees when driving, in traffic or idle it will rise and sit at 90. Even after being on in the garage for 30 mins just sits at 90 no fans come on!? Is that normal?
I do believe the thermostat needs replacement, is this a straight forward job? I don’t even know where the thermostat is
I have already changed the coolant stat but still the same.
P.S I have no fault codes using OBD Eleven

I have an old Adirondack cottage from the 50s that has electric baseboard heat. I woke up this morning with NO heat (the temp outside was in the teens).

@Stu_b7 I've replied to your comment on my post about the thermostat change buddy, I would of replied sooner but I'm not getting notifications for some reason.

Definitely sounds like the thermostat is stuck open though and its not something you'd get fault codes for.
