facing the same problem again, this time I'm ready to sell the car!!!
1 Fault Found:

Boost leak. Look beneath your car, check intercooler piping, if there is some oil in connections then you what is it. Maybe your I/C has leak or some of the PCV piping.

I'm having problems building boost, but then suddenly the car has power!!

Does it feel like pumping boost? Like you have variations in power?

I'm almost 100% sure you have a leak. Probably on I/C.

Checked for leaks, did have a few small ones but still the same problem, struggling to build boost but once built it would go to 1.7. Could it be the DV? I suspect I have a copy of the GFB DV+ as it wasnt ordered from their website.

If you have tuned car, then dv is also probably the cause.

No issues with the DV, im only having this problem while going uphill when the engine is under load!!

Have you checked the cam follower? Do you have a vcds to record fuel pressure?

Cam follower is good. Currently having the cylinder head removed to change valve stem seals, found oil on the injectors.

Found a leaking DV, engine head going back in tomorrow with a new DV. Hope thats the problem.
