Boost issues

Ok so I'm having trouble after fitting a recon turbo with boost meeting requested on part throttle I have a few logs I'm getting 30% duty cycle at 4000rpm.
Can anyone explain basically turbo stop screw =boost ?or no boost and when I start the engine I will be under vacume and actuator will be at stop screw? When I accelerate duty cycle changes and actuator opens from stop screw too act as waste gate ? =less boost??
I'm asking as my duty cycle and actuator are opposite way round if correct as when I adjusted stop screw and made bigger travel between stop screw and actuator I had more / lots of lag then sudden ...boom of power I've put it 1 turn the opposite way feels ok but still lagging bottom end boost meeting of he requested any thoughts much appreciated! Egr and dpf have been deleted and threw in the bin were they belong I'm basically fine tuning !
