I personally use Adobe Photoshop CS5, but it is not free (unless you download it from a P2P network) - so a good legitimate free alternative is a handy program called paint .net. It has a few fundamental features which are also in photoshop - like being able to make multi-layered images and the ability to change colour and contrast levels.
The best way to learn a particular photo editing program is to just open a picture with it and have a play to see what the things do. If you need more detailed help you can always google it, or youtube it. I tend to youtube most of the tutorials that I need as I find it easier to watch people do it and then repeat it myself.
