another suspension question - dampers, arms or both :(

Firstly, hope the new year is going well for all Audi crew.

The good news is passed the MOT yesterday with no work needed. woohoo!

more troubling is the front suspension. it has been vague for the last couple of years.
[Avant TDi 110 1998, 190K ]
over low-speed bumpy/cracked roads the car feels unsettled as if the dampers are simply not damping -
there is only the occasional clunk from the front.
dips in the road feel like the car is being pushed down into the road.
when the car is loaded up with passengers and stuff in boot it feels better
at above 40-50 Mph the car rides fine and feels smooth.

Rear dampers were done for MOT 2 years ago - [Boge gas from Euro's]
suspect the fronts are the original item

so, I would like to just replace front dampers

question - is it a waste of time to replace dampers but NOT the top control arms at the same time?

low cost solution required but i do not want to be wasting time on doing it again.
