Accidents?

Hey, How long do accidents stay on the record? I was told it was 3 years? I want to get insurnance on my mothers name but she has had an accident 2 years ago, and wanted to know how long it would stay on there for? The accident was not her fault though. Im 19 and getting quotes for 1300 on a fiesta? im 20 in july if that makes any difference? I just need this whole things clarified because im so confused!
