P0087 advice

Looking some pointers
Have a 2008 2.0 TDI common rail.
Had an issue lately that the car has stalled when I stop at a junction, usually coming from 3rd. When it did stall I got the check light and got p0087 low pressure in fuel rail. Cycling the power cleared it. Car drives perfectly,no smoke ect. Changed the fuel filter and no difference. Took the fuel regulator off today and spotless, no swarf. Where would go next.
Also once in a while it has had a rough idle.
Was told check fuel pump...am I right in saying there is a tank pump as well and the inline pump at the filter ?
What one would you change first.
 
Also want to add these results from a pressure scan.
Checked injectors and all readings normal on vcds.
But looked at the alarm for the low pressure and it happed
At 600rpm 24kph
It also said at the same time the intake manifold flap
Triggered a position alarm too.
