2016-2019 A4 Consumption Variations

Folks, I’m looking at a 2L TDi 190hp Avant for Mrs Lyons. The combined consumption on paper for the 16-18 199 Ultra is circa 63, whereas the ‘19 40TDi is only 47mpg.

Anyone know if this is just due to the emissions scandal? Is there a map or anything for the 40TDi that could get it back up to an average of over 60?

I appreciate these are manufacturers claimed figures and that not what you’ll get, but the 40TDI is 15mpg odd less.

If I’m on the motor way I hit around 63-69 mph sticking to 70mph.
