3.0tdi issues with cooling fans and no start p0641 HELP!

so ive just got a 3.0tdi 2013 the problem with the car is it no longer starts and the fans are running constantly even when the key is out and the car is not running, fans started first but now car no longer starts, turns over but does not fire

anyone come across this before?

also problem with 5v circuit vag com is giveing code P0641 that supplies the sensors, any idea where to look to find faults here, suspect this may be the cause, or at least linked to the constant fans running or a short to them is generating the fault on the 5v circuit.

got the car started it was the ecu,

fan still run though i believe a broken control wire so they default to constantly on, has anyone got wiring diagrams for a cudc engine loom?
