Air blower not woking

Hi guys, air blower not working on my 2010 SLine TDE.

The lights come on, but no and the dial goes up and down when adjusting it, but blower not kicking in, took blower out and it spins freely, guy at scrap yard checked it and said blower motor is fine, ordered a new resister and fitted it, but still the same, ( I suspect the new resister is faulty). How can i test the resister to see if its working or not? And if resister is ok what else could be the problem?? I have check fuse and thats ok.

Quick update on this: We have now managed to get power to the blower, but it will only start with a little push of the blower itself, so i am guessing its the blower motor which is faulty/knackered!!
