Oh No ! Another key fob thread

OK, I know there are a ton of key fob threads, but have a strange one. 2005 A4 B6 with only valet key. Have gotten 2 different replacement key fobs but numerous locksmiths have been unable to program them to vehicle. The last one who tried said that there was only partial communication with the immobilizer. The unprogrammed and cut key fobs will unlock and start car, however the hazard flashers start and you cannot turn them off. Car runs and is fully driveable except for the flashers when using the un programmed fob.

Any thoughts would be helpful, I really dont want to take it to a dealer and pay their "AUDI" prices for programming.

Are they used keys & if so do they have new immo chips.

I find it bizarre the unprogrammed keys start the car & it doesn't cut out which is a symptom of immo not coded, the fact it stays running to me sounds like either the immo is coded out or something is amiss as unprogrammed immo keys will start but engine cuts after 3 seconds.
