Rear coilover mount torque settings and query

Need some advice people. Just fitted coilovers. Done plenty in the past but trying to torque up this lower bolt for the rear and although it's only 25nm the washer seems to want to bow inwards an awful lot before my wrench clicks. Is this normal? Keep tightening and go with it? Or have I fitted something incorrectly?
