Looking recommendations for places that do front lips for an 03 A4 Sport front bumper, on a budget but want something to make the front end look less dead

the budget choice is and will always be the Seat LCR front bumper lip... you can just use some self tapers to put it on... It's just like the old Renault Laguna front bumper lip, a modification favorite on a plethora of other models... just center it properly and secure it, it'll look good. another alternative is the cheap spoiler lip add-ons that you can stick to the bottom of the front bumper ... but they don't look half as good on the bumper you got, compared to the LCR front bumper lip. The LCR front bumper lip can be bought at around 35 pounds new on eBay, and you can even wrap it with a carbon look wrap to make it look even more special or paint it in a contrasting color... all up to you but in general just adding it will make the front look sportier.
