2.0TDI Irregular Overheating

Good day,
I have an Audi Q3 2.0TDI Quattro S-tronic
Engine code CFGC

I have recently been running into an overheating issue:
I drive for about 15 minutes on the freeway, then the coolant temp will go up from 90 (Celsius) to about 110 (C) if I don't stop accelerating. It only does it on some trips, other days I can go for longer without any fluctuations from 90.

My speed is between 90km/h to 120km/h

A few notes:
- This happens regardless whether the AC is on/off
- If I switch the heater on, it cools down.

I have done the below to try and fix the issue without luck:
- Thermostat replacement
- Head housing replacement
- Coolant temp switches replacement
- Coolant flush and bleed

Is there anyone with a similar issue and a solution?

It would be greatly appreciated.
