This may be a stupid question... but what is the cleaning and oil kit used for?

The oil kit is used to oil the filter upon purchase and after every wash. the cleaning kit is used to clean the filter for usage again. This is done upon every service interval

This may be a stupid question... but what is the cleaning and oil kit used for?

It's an old school way of treating air filter elements like K&N etc when cars had carburettors mostly, and didn't have air flow meters that can be damaged by oil ingress caused by it.

They just use a manifold pressure sensor and a boost sensor and the ecu does the calculations.
In fact S3 8V is the same.
