3.0Tdi Mid section exhaust sleeve/clamp

Just behind the tail end of the auto box there is an exhaust sleeve clamp.
The sleeve looks fine but the clamps are crumbling.
Rather not disturb the sleeve unless I have to but are the clamps spot welded to the sleeve?
