Strange fault with internal fans

I've just got my car back from the garage after having head gasket replaced and fault codes cleared for the fan and throttle actuator, no all is good apart from when I turn on internal blower/heater no air comes out, the fans can be heard but nothing for about 5 mins then the fans become louder and then all is good, but today I noticed that if i turn the air re-circulation on straight away the blowers work just fine and then I can switch off the air re-circulation and all is good. Now I dont want to go straight round and accuse the garage of creating another fault if they haven't so wonder if any one here has any ideas.
 
If the climate control is on Auto then yes there is a delay, takes a little time for the auto system to kick in measure water and air temperature in the car, you also have to wait for the water to heat up, it's not going to blow warm air until the water is hot.
 
This morning the econ light wouldn't go put, and it's not just I won't blow warm nothing is coming out unless I have the recirculation on but fans can be heard but do sound different when recirc is on
