2.0tdi white smoke and hesitant at low RPM

Hi,

I've got a 2008 A4 2.0TDI that when driving it, it's really lumpy/hesitant.
When it's warming up, there is a lot of white smoke coming out of the exhaust and seems like a loss of power too.

I changed the MAF sensor but am unsure of what it could be..
Turbo/injectors/EGR?

Any help would be great.

When my EGR went on my 2007 2.0 tai is was sluggish up to about 2000rpm but it was black smoke coming out not white. Is it thick? Or like vapour?
