Cooling hose clip

For some reason my bottom hose clip (1.8TQS) looks like this (onto radiator)

Bleurgh! looks at that. No idea why its so rusty, nothing else is!

Two questions -
1. Is this the right part: VW AUDI SEAT SKODA RADIATOR HOSE RETAINING CLIP 1J0121142 x 2 GENUINE NEW | eBay

2. Can i pull out the old clip (probably in bits) and insert the new one without draining the system?
 
That looks like the right clip, they use the same one across many many cars.For some reason they rot it's very common for them to break when removing. Check it looks good before removing the old one. You won't need to drain the system, Just remove the clip and replace.
 
As above just remove the rusty one and replace, don't need to drain coolant my clips where also destroyed.
 
Excellent, thanks. I noticed it was like that when I was doing the thermostat, so it's only just had fresh coolant, hence not wanting to drain it.
