2004 A3 VCDS error code

Hi everyone,
My Audi A3 2.0 TDI is displaying a yellow engine warning light with the following error code on the diagnostics, I am thinking its a contaminated EGR valve or faulty oxygen sensor but not sure. I have also noticed the air intake filter looks a bit dirty so thought it could be that.

I would be most grateful if anyone could give me some guidance on what to do

1 Fault Found:
16785 - EGR System
P0401 - 000 - Insufficient Flow
Freeze Frame:
RPM: 1785 /min
Torque: 44.0 Nm
Speed: 28.0 km/h
Load: 20.8 %
Duty Cycle: 14.7 %
Bin. Bits: 00101000
Mass Air / Rev.: 265.0 mg/str
Mass Air / Rev.: 660.0 mg/str
