2.5 AKE engine minimal performance below 2k

Hi All, new to the forum and have a question about my 03 2.5tdi sport.

Brief history of the car, previously it belonged to my brother who owned it for 1 month and 500miles before the engine exploded and sent a rod through the side of the block, very dramatic. Some investigating revealed the previous owner had driven it through water at some point. The engine was then rebuilt about 15k ago but since then it seems to have minimal performance below 1800-2000 revs. Once you hit 2k it takes off nicely but given the car is meant to have over 350Nm of torque it strikes me as not normal, if you don't keep the revs up when setting off there is no power at all.

The car has been to Fontains Audi specialist in Iver however came back with no fault codes and I was told this is how they drive. I understand the AKE produces its power in a surge rather than a lump and is meant to have a bit of a performance black spot around this rev range, but compared to my previous VW with the 1.9 130bhp PD engine the difference feels quite extreme.

Any ideas guys?
