There are two cross head screws in the aperture that acts as the inside handle on the boot lining. Remove them and then the panel will pull off - you might want to try and work your way round the panel with your fingers prying it off. Careful though I have heard of the panel breaking or cracking.

Check that the front ARB plastic collars (assuming it's an original ARB) haven't fallen apart. All your exhaust mounts are ok as well?

I drilled holes through the splitter, but once I had everything lined up, yes screwed straight into the bumper with stainless self tappers. (think I used nearly 20). Oh and heating up the splitter where it meets up profile of the bumper (near the wheel arch) makes for a neater job. Chris
