    I had a very similar issue on my old Golf 1.9TDi and it drove me insane trying to fault find... IIRC relay 107 (or 109) whichever one which is responsible for the glow plugs will most likely be tired. If you open it up it will likely be dull copper and not shiny like new. My fix was a £1...
