    Is it solenoid activated or vacuum line? You probably just need to keep working the flaps to open and close with brake cleaner and then 3 in 1 mineral oil to lube.

    Going by pictures, no, but bumper looks like it might have been off before. Usually a few Torx bolts top and bottom, and fasteners under inner wheel arches. If it doesn’t sit properly, then removal and refit will fix.
