It looks like the bumper has had a bit of damage repaired, badly. The clearcoat wasn't done very well. Unless you know what your doing regarding surface prep and spraying I would get it done by a reputable body shop. Maybe around £400 for the rear bumper complete ?
Personally I don't think a faulty cylinder head coolant control valve / thermostat would cause the symptoms you describe.
