Brilliant job he did, it's like a new car and for a 10 minute job, I don't know why I took so long to do it.

It's probably not the cover. I have to admit, I've never had a problem with this, but I have had the bumper off my car several times for various reasons. From what I saw and remember, the cover is attached to the top of the water jet, so I suspect that the problem is with the jet.
