No Torque/Power at low RPMs

Does look like turbo issue, how old is the turbo / what mileage?

Could be coked up turbo vanes, out of spec actuator, or small leak in vacuum hose to actuator.

Have you tried moving the actuator by hand to see if it moves freely?

There is also a test in VCDS that cycles the actuator at idle, if you look from the battery side with a torch you should be able to see if it’s moving.
 
260k km, turbo is about 160k km.

Fuel consumption has also increased...

BTW I haven't mentioned that injector seals were replaced and after that the problem has occured (Maybe it's just coincidence).

160km on a BKD turbo is quite a lot.

So why were the injector seals replaced? Does it smoke after having the seals replaced, or take time to start after sitting for a while?

Any other work done at the same time?

Also, can you check the torsion value in VCDS and the L/hr value at idle when the engines warm.
 
Zero smoke.
Changed because of long crank after overnight and missfires after start. Now its all okay. Compression was getting into cylinder head at injector seats.

No other work.

Torsion is 0.0 and 0.4L/hour. Injection qty 4.8-5.2mg/str at idle. Idle deviation is between -0.3 and 0.3
