Rust repair?

Mate's B7 looks like this:





















Scratched it off and everything left seems to be surface rust. He wants to use a rust converter.

I personally think that if the converter doesn't penetrate all the way to the base of the rust, any rust under it will be 10 times more harmful.

Any experience with rust converters or thoughts?
 
Rust converters work but won't penetrate, I did the sills on my van by applying converter, leaving for a day then hitting it hard with a rotary wire brush, then repeat and keep going until it's bright metal, then zinc primer.
Not a quick or pleasant job.
Or just drench it in Waxoyl.

If I'm getting this right - you applied the converter, then wire-brushed it off? Why not just go at the rust without the converter?
The stuff he's using supposedly turns into a rock hard surface you can't penetrate... Massive doubts about what we're doing tbh.
 
Right, don't know what I've got, it was given to me in a Coke bottle.
Wire brushing rust removes some but then seems to burnish it hard, also the brush doesn't clear out the pitting.
The product I'm using turns the iron oxide a greenish black so it's easier to see and I think softens it.
