Headlight washer cover sticking

It's probably not the cover. I have to admit, I've never had a problem with this, but I have had the bumper off my car several times for various reasons. From what I saw and remember, the cover is attached to the top of the water jet, so I suspect that the problem is with the jet.
You need to take the bumper off and investigate. It's not as scary as it sounds and should only take half an hour. You should then, (with a bit of help), be able to see what's not happening when you pull the wiper stalk.
