Not what I've experienced. When it's worked (applied), and I e got in the car and press the start button, you'll both feel and hear the steering lock 'unlock'.
When I'm checking to see if it 'has' worked by opening the door again, the steering wheel is unlocked. You get what I'm saying? When I've made sure it is locked, I'll come back to the car the next day, open the door and the steering wheel is locked. But I'm physically having to lock, unlock, apply steering wheel lock, lock car door for it to work. That's not how it should be.
