Never send money through PayPal as friends/family always send as goods/service so then PayPal can chase up your items with seller and refund you if they haven't sent it.
If they've conned you out of money I'd name and shame them everywhere including here.
It's bad enough they've done it to you, but you can stop it happening to others.
I made the mistake to order some A3 Audi clocks from him for £95 (and paying via bacs) and he said it was couriered to me, but never arrived, then he was going to meet me near Birmingham and never showed up. He blamed the courier service and then blamed the person that works for him that never met up with me to give me the parts. Then he said once he gets the clocks back from courier he would refund. Took my banking details to refund but again nothing…
Now he won’t answer my calls and also basically told me that there is nothing I can do to him about it.
Find something he's selling for cheap. Like it says on the listing £0.99 just buy whatever the hell that is. As soon as you pay for it it'll give you the option of leaving feedback. That's when you can leave the negative feedback. Try that.
I wouldn't waste 99p. just to do that and you shouldn't have gone outside Ebay to buy it. I guess you and the trader thought you would both save some money and agree a price outside the Ebay process. If you had paid through Ebay/Paypal you would have some recourse to a refund. Some traders or scammers rely on people like you to make easy money and they know you can't do anything about it.
How I would resolve it....I would get a friend with an ebay account to contact him regarding something he's selling, ask to pay cash and that you will collect. Land with your fist.
