Parcel shelf bouncing up and down!!

Right iam having murder with this parcel shelf everytime i go over a bump or divit in the round the parcel shelf bounces up and down abit i have looked at it 1 string was missing got that replaced then made sure the shelf was secure but it still does it does this happen to any1 else??

I've got a dog guard which pushes it out, fixed when dog isn't in the car
 
I've never had an issue, could be a result of fitting the retractable cords.
 
Sorry to high jack a thread but its kind or related. The sun blind on the parcel shelf keeps popping up. Anyone know a way of stopping it without removing it or the parcel shelf?
 
Yes, reshape the flexy part surround, so it is wider front to back as such & when pushed home it holds fast given its tighter.
