Firstly they are a pig to bleed ! It took us ages to bleed my old S3 and in the end we power Bled it. Like you we had a inch of pedal but just couldn't not get full pedal ! What condition is the clutch in ? It could be that the slave cylinder bearing has gone through the pressure plate ? But...

That doesn't sound right. What are they saying? The valve isn't working and therefore not enough flow through the exhaust that causes a miss fire.... if that's the case then just jam the valve open so that maximum flow is always available to test there theory! I certainly wouldn't spend 1400...
