N/S/F brake disc only using outer half

Just picked at 53 plate Cab, and on the front brake discs, the PO has fitted new pads but the not discs. So, on the nearside front disc, the outer half of the disc is clean and the inner half of the disc is rusty and not being touch by the pad. O/S/F is all clean. doesn't pull when braking harshly.

The brakes work but they are not as effective as they should be.

Whats the best course of action to remedy this? Strip and clean the caliper, slider and carrier? Replace the disc and pads with brand new?

Any other pointers?

Ah, new brake fluid! Good call, will get a flush done asap after cleaning the sliders and carriers.

Also there was a spring clip that goes on caliper. That was installed wrong too.

The spring clip has no effect on braking, it's purpose is to stop the brake pads/calipers rattling over uneven roads. How did they have it fitted, do you have a photo that you could post?
 
Check sliding pins aren’t binding. Failing that check they’re not bent. And the spring clip on the front face of the calliper does make a difference but not as drastic as only using one half of the disc
