I can't believe the seller (or the dealer) didn't remove it before sale! I've no idea apart from obviously to hold something. Maybe something like a radar speed detector?
This looks like a e-tag for the numerous toll roads in Australia... they sell the brackets separately for exactly this example of swapping cars. You can't remove the old one without ruining the glue or breaking the bracket normally.
I usually use some fishing line or just gently wiggle it off the glue base and then use a plastic scraper/old credit card to lift the glue and clean up any residue with "orange oil" based sticker/label remover.
