Wheel size or tyre size change?

Hey all

I want to improve the handling & ride on 2013 2.0tdi Quattro Avant Black Ed. its on the 19" with the 255/35 19 tyres.

My question is can i put 18" wheels on without messing up MPH accuracy etc?

Or alternatively change tyres on the 19" to say a 245/40 profile tyre?

I've never done anything like this before so any help would be appreciated.
