washer fault

    hi all, not been on for a while, maybe someone could help me out here.
    my brother in law has bought an 06 plate vw eos, it has a fault that there is no washers on front windscreen.
    heres the scan

    in measuring blocks its showing that the stalk is talking and showing readings as it should, at the central electrics module, i can supply 12v directly to the plug and washer bottle kicks in.
    all fuses and relays etc are fine.
    with the headlights on the headlight washers work fine from the same stalk.
