Timing belt too tight!!!

Hi guys did my timing belt on my 1.9tdi awx,
All went well apart from i have got a noise on the belt just as it ends on the cam shaft pulley it seems the belt is too tight even tho ive got a 4.5 mm gap on the hydraulic damper which is within spec, question is can i adjust the tension without stripping down the front end?

I hate those tensionors. Maybe get a timing belt kit and replace rollers inc tensionor.
I would replace water pump as well.

This was a picture of before so i could get a reference as to what position the tensioner was in, I've replaced the lot. I don't think i can adjust tension anyway so im just going to have to live with it at the mo
