timing belt renewal A4 TDI 1.9

How easy is it to check/adjust timing,as my previos posts state only getting 26 mpg local/town driving from a 1.9 engine.

Ive heard rumors on how cam pulley bolts should be in the center of the slots(apparently more pick up/power is acheived) and where the lock tool go's through the crown type slot,theres a hole where the lock pin should go,this should be towards the left and not the right as mine is.

Car drives performs nice,but been told timing can still be out causing car to use more fuel,so any information and pictures will be very useful,and also how to actually lock pulleys.
