Small twiddly knob.....

.....at the front of the engine bay to the left, what is it?

Sits just under the slam panel sill, in front of the radiator housing, small cylindrical plastic knob at the end of a vertical pipe?

If its what I think it is (pics would help) its a refill point for the aircon

I therefore must assume that it should be twisted to the closed position? I wasn't sure if it was a breather valve of some description so left it as I found it (slightly under-tightened)
 
Its just a dust cover, the valve is like a tyre valve underneath.
