Is a slipping clutch a valid reason for fail? I am thinking no, but would appreciate confirmation from others.
 
If it's slipping really badly then you may have a problem getting it on and off the brake test rollers so the garage may not want to test it because of that. But can't think of any particular test it would fail on.
 
Not a failure in itself, but if it's bad then it could be deemed to be dangerous if you pulled out of a junction and it slipped which meant you effectively rolled out slowly and a car hit you because you couldn't "make the gap".

If you want a concrete answer, then give VOSA a phone, untimately they make up the rules.
