No Lights 1999 S3 ??

Have been having a problem of late when i go to switch my headlights on ( side lights fine ) only one side comes on and i usually have to turn the switch a few times back off and back on again and eventually the other side comes into life, the thing that worries me more though is only last night neither headlights came on after trying a few times ( this has never happened before ) but eventually they did ??
Any ideas anyone ??

Sounds like it could be the ballasts on the way out
