Need Help trying to access Bios settings

Ok I've got a little annoying problem. I've just bought an internal Hard drive for my old dell computer (5100 Dimension). Now when I restart the computer I cannot access the Bios settings. All I can access is system settings (by pressing F2) and Reboot Sequence (F12) but neither of these options give me the options to partition or format the hard drive. So does anyone know how I can access the "True" Bios settings.
 
Even thought I knew this was the wrong forum to post this question on I thought I'd try my luck. Anyway just to update everyone I figured it out. I had to do the following:

Control Panel
Administrative tools
Computer Management
and select disk management

From there I formated the drive and now its up and running :p.:moa:
