Incorrect outside Air Temp

So my current outside air temperature -20c.

I have had this problem ever since I bought the car but finally got around to getting the part.

Ambient temp sensor located behind front grill.

Replaced ambient temp sensor but it hasn't made a difference. On the dash it is still saying -20c.

Anything else I could check?
