Idle speed varies on ambient temp

Hi, I am new to this forum and apologies if it has been covered before. Had a look but can't find the same query.
Have the a5 3.0 quattro with capa engine. If the outside temp is 10 degrees or over, when I put the blower on, with our without air con, the idle speed when engine has run for a short while is around 650.which is what i consider to be normal. If the temp is lower than 10 degrees switching the blower on raises the idle to around 900. If I then turn the blower off a quick blip brings the idle back to 650rpm
I would be very grateful if anyone can shed some light on this.
Scanned with vcds and no error codes are showing.
It's not the dpf or egr as they are cleaned out and blanked respectively.
This happened before I had the work done too

I've got the same car and engine mate and mine does it aswell, did alot of scanning and digging and it looks like its normal
