Holding back not happy

As title my car is holding back its boosting at 0.9/1.0 bar and holding ok but it seems to deliver the power slowly so code read it and no codes so tride a different airflow meter and no difference so I'm not happy has any one had the same problem who can help or shed some light on my problem
