high tick over and slight stutter

hi, any ideas what could be causing my tick over to be at 1200/1300 rpm all the time? does'nt matter if the car is cold or hot. My car also has a slight stutter sometimes when i put my foot down in third. the car is a 1999 2.7 A6 Q Bi turbo.
