Handbrake adjust?

I noticed that my offside rear brake was binding. After inspecting it i realised it was the handbrake. When I let the hand brake off it releases but not all the way

I tap it with a hammer and it will release all the way:

How can you adjust the handbrake on one side? im guessing its the cable thats causing this?
Anyone had problems like this one before?

just incase anyone was wondering......the caliper is new.....ive had this problem for a while, been through 2 sets of discs and a new caliper. is there anyway you can adjust the cable on one side?
 
Ive added those springs and it seems to have done the trick, less than a fiver as well...

I think the part numbers have changed since that post though, so double check, as Audi were coming out with some silly prices, until I told them exactly what I wanted and it was all done for less than a fiver!!
 
Have finally fixed it.........(noticed it was binding A LONG TIME AGO)

turns out the handbrake cable for the drivers side was 1 inch shorter than the other and it was very sticky. Ive had my car in with Audi and another well known garage down here and neither managed to spot this. so after 2 new brake discs and sets of pads and a new rear calliper. A small independant wheel specialist managed to fix it for me for £75. The second time i have taken my car to them and have come away over the moon!
