exhaust heat shield

im just stripping the parts of the head to fit xs mani, now the heat shield that attaches to the head, there a 3 bolts, one by the turbo undone and out, the second in the middle will not move anymore, it seems its trapped on the manifold and wont move, the third one is just spinning. any ideas?
any hints would be grate fully accepted.

You could try knocking the heads of the bolts? Angle drill and drill the heads off?

I was unable to refit that heat shield to my AEB head so left it off. Apparently the earlier heads never had them.
