With the engine off (ignition on) it should give a reading of zero. Same applies if you just remove the pipes from the sensor (engine on or off, ignition on). Then when connected back up with the engine on it should read some kind of pressure difference.
Usually when they fail you will see a reading even though the engine is off or the pipes are disconnected and there cannot possibly be a pressure difference.
